FIH baseline
Under the FIH Rules of Hockey, a penalty corner remains active until the specific completion conditions in Rule 13 are met. At top-level FIH tournaments, the initial penalty corner sequence is managed with stopped time and a maximum 40-second setup window under tournament regulations.

National competition context
Domestic competitions do not all handle penalty corners in the same way. In Dutch hockey, for example, many leagues use 40-second management while the main clock keeps running, while Hoofdklasse and international matches use stopped-time management.
